Capacity Development to Strengthening Drought Resilience in the Lowlands of Ethiopia (CDSDR II)

Approach: The Strengthening Drought Resilience programme consists of six projects (three Technical Cooperation (TC) and three Financial Cooperation (FC) projects). The TC projects develop jointly an integrated approach to strengthen drought resilience of pastoralist and agro-pastoralist communities in the Ethiopian lowlands (Afar and Somali). The approach has been developed for the effective and sustainable rehabilitation and use of degraded land in dry valleys. Key elements of the Dry Valley and Productive Use (DVRPU) approach are participatory land use planning using drones and the introduction of physical and biological measures like water-spreading weirs, check dams, dry stone walls or deep rooting plants, to create additional options for pastoral livelihoods.

Objective: The pastoralist and agro-pastoralist communities together with state and non-state actors are becoming more resilient to the impacts of drought.

Duty and Responsibilities

 The Knowledge Management Specialist is responsible to support the programme’s objectives by:

  • Developing and coordinating the production of knowledge products for external use according to GIZ standards
  • Monitoring internal and external communication and knowledge management measures/knowledge products in close cooperation with the management aiming to contribute to the further development of the DVRPU approach
  • Liaising with partners at all levels for national & international knowledge exchange, while supporting representation of the DVRPU approach
  • Making the created/collected knowledge products available to programme staff and GIZ in the form of a comprehensive knowledge management data system coherent with the GIZ knowledge management system.

 The Knowledge Management Expert performs the following tasks:

  • Develop communication products (print, online, social media, other) in line with GIZ standards and update GIZ-SDR Ethiopia core communication products (e.g. factsheets, website, project location map, stories, etc) comprising corporate design and corporate wording standards.
  • Liaise and coordinate with communication-related service providers, including providing technical inputs, dealing with administrative procedures (e.g. consultants, agencies, photographers, trainers, writers) and undertaking quality assurance of their services
  • Support in maintaining a good flow of communication and information between all involved agencies, institutions, counterparts and GIZ-SDR, including the establishment of appropriate instruments, distributing and disseminating key information and materials
  • Participate in and contribute to the GIZ-internal communication network
  • Plan out, budget and control key communication activities, which include preparing content for all channels and products as well as preparing and organizing of information material for GIZ staff, consultants, workshops, trainings and/or conferences
  • Seek guidance of and actively work with the country communications unit of GIZ
  • Monitor press and media coverage of the SDR programme
  • Create and maintain the knowledge management data system including the maintenance and further development of the programme’s photo / media archive within GIZ data management structure
  • Manage stock of training materials and promotional items
  • Assist in implementing operational aspects of all issues related to the SDR program

Job Requirements


  • Master’s degree in agricultural extension, communication, marketing, public relations, journalism or related fields

Professional experience

  • Minimum of 5 years of experience in a similar position, especially regarding the development of diverse communications products, as well as strategic communication planning, implementation, budgeting and monitoring
  • At least 3 years of working experience with governmental partners and communities in facilitating communication/training material development and knowledge transfer for (behaviour) change processes
  • At least 3 years of practical experience working with international organizations, preferably in the area of communication and communication management
  • At least 2 years of practical experience in content development, writing and/or editorial work
  • Proven experience with all MS-office products including Publisher and Adobe publishing products

 Other knowledge, additional competencies

  • Very good English and Amharic language skills, both written and oral
  • Ability to read and speak Somali/Afar language is an advantage
  • Knowledge of government institutions active in Natural Resource Management and pastoralism in Somali/Afar is an advantage
  • Previous work experience in Somali/Afar is an advantage
  • High degree of initiative, integrity and accountability
  • Good self-organization, strong interpersonal skills and results-orientation
  • Ability to work structured and maintain the overview in a complex environment; ability to work independently and as part of a team; ability to work under time pressure; stress tolerance and patience
  • High work ethic and willingness to travel, discipline and punctuality

 Other duties/additional tasks

  • The Knowledge Management Expert performs other duties and tasks at the request of the management
